EPWU claims that their staff develops "econometric models for every major project that analyze socioeconomic, environmental, political, engineering, planning and financial data in order to provide the Public Service Board and management with the best available information to make informed decisions regarding proposed capital improvement projects and its financial impacts on the community." EPWU did not develop models for the North East Master Plan and the Paso Del Este project. These projects were paid for with funds collected from water customers but water customers did not benefit from the projects.
