El Paso City Council Representative Susie Byrd comments on $508,000 a year compensation to Public Service Board President/CEO Edmund Archuleta

Letter to Ms. Byrd November 25, 2008
You promised to provide documentation to prove that Ed Archuleta's compensation is not $508,000.

EMAIL from Ms. Byrd December 1, 2008
I have attached Ed Archuleta's employment agreement. As you can see, it does not amount to $508,000 annually.

EMAIL to Ms. Byrd December 1, 2008
I know that you are very busy and don't have time to do investigative work but, due to the magnitude and importance of this issue, I hope that you can find an independent third party to review the information that you provided to me and advise you of the following information that I am providing to you:

Please compare the contract that you sent to me to the following calculation. Please show me why the contract does not amount to $508,000 annually.
$225,000 Base (Paragraph 2.01)

This line of communication began with your comment that the Archuleta contract did not provide compensation of $508,000 per year and that Theresa Caballero is not a reliable source of information. I asked you to provide your own calculation and you sent a copy of the contract that proves Ms. Caballero is right. I agree with her calculation. You do not agree but you have not provided any facts to support your statement that $508,000 is not correct. Please provide the facts on which you base your opinion. Are you a more reliable source than Theresa Caballero?

You also sent a copy of the Archuleta performance plan showing that he was rewarded for delaying improvements to the El Paso water system so that he could spend that money on the Fort Bliss water system and for economic development. City Manager Joyce Wilson makes only $206,422.48 annually, less than half as much as Archuleta, but she refused a raise out of consideration for the Citizens of El Paso. How can you continue to obfuscate and cover up for Mr. Archuleta. It appears that he is paid by the citizens but he works for the Businessmen in El Paso who want to collect money from water customers to expand the economy.
