A Call for an Investigation

There is evidence to suggest that the El Paso Water Utilities Public Service Board (PSB) has lied about the desalination plant (note 1), cost of service (note 2), profits (note 3), price increases (note 4), President/CEO compensation (note 5), conservation (note 6), water bills (note 7), internal control (note 8), Water Supply (Note 9), New Water Supply (Note 10), Production from the desalination plant (note 11) and Sales to Fort Bliss (note 12). The lies must stop. Additional allegations are listed in the left margin.

These allegations must be investigated by a national firm of Certified Public Accountants. The investigators must determine the facts and make recommendations to improve transparency, accountability and fairness at the PSB.

The investigation should focus on rates. El Paso citizens must be treated like citizens in other cities. The American Water Works Association says that rates should be designed to "promote equity among customers by charging each customer in such a way that a customer is neither subsidized by nor subsidizes other customers." In other words, the PSB can not collect money from water customers to subsidize new homes or to build a desalination plant for the Department of the Army. The PSB is not responsible for economic development and water customers can not be forced to pay for it.

According to the American Institute of Certified Public Accountants "Many not-for-profit organizations include definitions of independence, ethics, and integrity in their policies and procedures. It is recommended that senior management define, communicate, and exhibit these qualities to set a high standard throughout the organization." PSB can exhibit these qualities by placing this item on the agenda of the next Public Service Board meeting.
