The El Paso Water Utilities Public Service Board (PSB) paid $200 Million to extend service to new home owners and then raised prices 93% to recover the cost from old home owners. They plan to pay out another $340 Million to extend service to new homes in the next ten years. The city will outgrow its' water supply and the PSB will pay out $630 Million to bring in more water.


PSB customers will be forced to pay $1.17 Billion so that builders and developers can make profits on new homes. The PSB could just say no. Then builders and developers would have to pay for their own water and sewer facilities. The PSB could save its' customers $1.17 Billion.
Why doesn't the PSB just say no?
